Curfew? What the...???

The government just announced they're implementing a curfew starting tonight. People are advised not to traverse the streets from 12:00 midnight to 5:00 in the morning. What I don't understand is why they decided to make up this curfew nonsense. The police and military are so inept they can't handle something like this. First, they let their own men (armed to the teeth, no less) go unaccounted for and occupy a hotel in the middle of Makati, for cryin' out loud. It's in the middle of a business district and nobody noticed??? Now they want to impose a curfew on hapless civilians. Who's to blame here? Certainly not the civilians who are minding their own business.
